There are some GREAT Veggie Tales books out there. They're funny, but have great moral lessons with them. I also love, "Guess how much I love you."

Sandra Boynton board books are great for babies and toddlers (my 5 year old still likes them, too). Try Moo, Baa, La La La, or Barnyard Dance.

Eric Carle books are great. Animals Animals Animals is a collection of animal poetry that appeals to a wide age range.

Some of my 5 year olds long-time favorites include Fiddle-I-Fee by Will Hillenbrand, The Paper Princess, by Elisa Kleven, The Owl and the Pussycat, by Edward Lear, and Custard the Dragon, by Ogden Nash.

The frog and toad books are good. Nursery rhymes are good for the rhythm, and, because some of the words are so old, they're new to the children and that leads to vocabulary development.

For the babies, I'd pick cardboard books with really simple stories that are told mostly through pictures. Maybe one or two sentences per page. My baby came crawling over to me with such a book tucked under one arm for me to read so I think that books that are safe for them to grab and carry are the best.
